Administrative Order No. 1.038, December 14, 2023

The Director of the National Institute for Space Research (INPE), in the exercise of his legal attributions, pursuant to Ordinance/MCT No. 407 of June 29, 2006, and in view of the Project Opening Term titled "Development of the Unified Community Model of the Earth System" under process SEI 01340.005344/2021-50, hereby resolves:

Article 1

To establish the Scientific Committee of the Unified Community Model of the Earth System, named "Model for Ocean-land-Atmosphere predictioN" with the acronym "MONAN", aiming to bring together leading Brazilian scientists and experts in the field, who shall be responsible for:

  1. Defining the minimum requirements of the formulations and physical approximations of the mathematical models representing the various components of the Earth System, the numerical solution methods, the mathematical methods for generating initial conditions for each component, the implementation as computational code, and its feasibility in real time;
  2. Monitoring the development of the community model; approving public versions for the national community;
  3. Seeking budgetary resources from different sources to support the continuous development of the modeling system;
  4. Promoting technical and scientific meetings for training, discussion of relevant issues, and applications of the modeling system;
  5. Strengthening Earth system modeling areas in graduate programs;
  6. Seeking new national and international partnerships;
  7. Ensuring free public access to the source code and usage guidelines for the community;
  8. Submitting an annual technical-scientific report on the status of the community model development.

The Scientific Committee of the Unified Community Model of the Earth System shall be composed as follows:

Article 3

The Scientific Committee of the Unified Community Model of the Earth System shall be jointly coordinated by Saulo Ribeiro de Freitas (internal member) and Pedro Leite da Silva Dias (invited member).

Article 4

The Committee shall have a duration of five (5) years, renewable for an additional five (5) years, starting from the publication date of this Administrative Order, for the purpose of monitoring, developing, and finalizing the model for the national community.

Article 5

Following the publication of this Administrative Order, the members shall define the Committee’s bylaws, whose proposed clauses shall be submitted to a vote and approved by at least two-thirds (2/3) of the members.

Article 6

Participation in the Scientific Committee of the Unified Community Model of the Earth System, as established by this Administrative Order, shall be considered a relevant public service, unpaid.

Article 7

This Administrative Order enters into force on the date of its publication.
